Shakopee Mdewakanton Sioux Community investing in Grand Victoria project – Twin Cities.The Shakopee Mdewakanton Sioux Community is investing in the Grand Victoria development in St.The $40 million development features a 90-unit mixed-used apartment with more than 13,000 square feet of ground-floor retail space along Grand Avenue.The Grand Victoria — at the site currently occupied by Victoria Crossing East Mall — is expected to open in 2028.Local developer Afton Park Development also is involved with the project.The amount of SMSC’s investment was not released.The project is aimed at revitalizing “a prominent neighborhood site,” according to the announcement on SMSC’s involvement.“We prioritize investments that align with our Dakota values of planning for the next seven generations,” said SMSC Chairman Cole Miller in a statement.“The Grand Victoria will help revitalize communities, attract new businesses, support local jobs and contribute to the long-term economic strength of our region.” The apartment will feature “boutique rentals designed for modern living,” according to the announcement, “complemented by private balconies and terraces and abundant indoor and outdoor spaces, including a grand residential lobby, an indoor/outdoor great room, and wellness studio with fitness and sauna.” Juut Salon is expected to return to the site along with other retail businesses.The site will provide 121 underground parking stalls, including 99 for residents and 22 for retail customers.“We are thrilled to have the Shakopee Mdewakanton Sioux Community as a strategic partner,” said Ari Parritz, founder and president of Afton Park Development, which is overseeing the development, in a statement.“The SMSC is a leader in economic development in Minnesota and Indian Country, and we welcome this expertise as we reenergize the heart of Grand Avenue.” St.Paul Mayor Kaohly Her said the investment is good news for Grand Avenue.“We are thrilled to add the Shakopee Mdewakanton Sioux Community as an economic development partner here in Saint Paul,” Her said in a statement.Construction at the site is expected to begin this summer.
