Pennsylvania House approves bill to upgrade EBT cards with chip technology The Pennsylvania House voted Monday to pass a bill that would upgrade EBT cards to chip-enabled technology, aiming to protect SNAP benefits from scammers.The bill proposes replacing the current swipe cards with chip-enabled cards, which use technology to randomize transaction numbers.This change would make it more difficult for scammers using skimming devices to steal data, ensuring benefits remain with those who rely on them to buy food for themselves and their households."Because of the determination to not restore those benefits that are lost, these are people who now have to go, sometimes a month without the resources to put food on the table to purchase groceries.And some of this population includes what we might identify as the working poor people who are not making enough within that gap in order to survive," said Rep.Dan Williams, D-Chester County, the bill's chief sponsor.The bill now heads to the state Senate for further consideration.
