Ex-Indiana Work Release Officer Arrested Over Sexual Misconduct
HENDRICKS COUNTY, Ind. — A former central Indiana work release officer faces felony charges following an investigation into sexual misconduct with an inmate.
Jeffery Alltop, 45, of Noblesville, was arrested Monday and booked into the Hendricks County Jail without bond. Court records show he is formally charged in Hendricks Superior Court 4 with felony sexual misconduct and official misconduct.
Authorities first launched an investigation into Alltop, a former officer at the Hendricks County Work Release Center, in October 2023 after inmates reported he was engaging in sexual relationships with incarcerated women.
According to court documents, investigators discovered one victim had exchanged nude photographs with Alltop, who was saved in her phone under the contact name “Momma.” While early reports suggested the two met outside the facility, initial searches showed no evidence of abuse on-site.
During an October 2023 interview, Alltop acknowledged receiving PREA (Prison Rape Elimination Act) training. He admitted to sending explicit texts and meeting the inmate two to three times in secluded parking lots and near her workplace. While Alltop claimed they only “hung out” in his truck and hugged once, the victim later told investigators that sexual contact did occur.
Under state law, an inmate cannot legally consent to sexual activity with a correctional staff member due to the inherent position of authority. Alltop was officially charged on Sept. 4 and taken into custody on Sept. 7. He appeared before Judge Joshua Adair for an initial hearing on Tuesday.
