The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as having been arrested and/or charged with crimes in this report are presumed innocent unless proven guilty in a court of law.
Kristina Schwab, 49, of North Pole, was charged with driving under the influence on Aug. 22 in the North Pole area.
According to court documents, an officer with the North Pole Police Department received a REDDI report about a blue GMC Traverse that was not staying within its lane near the Richardson Highway.
The officer located the vehicle as it left the Salcha General Store heading north and followed it, noting Schwab’s inability to remain in her lane of travel.
When the officer turned on the overhead lights, Schwab pulled over.
Schwab appeared intoxicated and admitted to having had a drink several hours earlier. While participating in standard field sobriety tests, Schwab was unsteady on her feet and failed every test. Schwab was taken to NPPD, where she provided a breath sample that registered 0.256. She was then transported to Fairbanks Correctional Center.
Schwab was arraigned and released on her own recognizance Aug. 24. At her next court appearance Aug. 28, she pleaded guilty.
She will face one year of probation, a $1,500 fine due by the end of her probation, a 90-day suspension of her license and use of an ignition interlock device for six months once she regains her license.
• Arther Chesley, 46, of Fairbanks, was charged with second-degree burglary and fourth-degree theft on Aug. 19 in the Fairbanks area.
According to court documents, the victim called Alaska State Troopers to report that a man had broken into his home in the Chena Hills Drive neighborhood. The victim had arrived at his residence to find Chesley leaving with an OBD electronic vehicle scanner that belonged to the victim. While the victim called AST, Chesley drove away in a black Subaru.
Multiple attempts to contact Chesley were unsuccessful, and a $15,000 arrest warrant was issued for him Aug. 25.
Chesley was arraigned Aug. 29.
His bail was set at a $5,000 performance bond.
• Eddie Jirdon Jr., 33, of Fairbanks, was charged with second-degree terroristic threatening and fourth-degree assault on Aug. 18 in the Fairbanks area.
According to court documents, the Fairbanks Police Department received a call from Fairbanks Memorial Hospital. The caller reported that Jirdon had said he was going to shoot up the facility and that he had called someone and told them to bring him his stuff. The witness claimed that Jirdon had also threatened to beat up several security guards.
When officers spoke with Jirdon, he said he had wanted his cigarettes picked up and that he had made the statement out of anger. He had been waiting in the lobby for two hours with an injury and had not yet been seen. Jirdon also had an outstanding warrant related to a previous fourth-degree assault charge. He was transported to Fairbanks Correctional Center.
Jirdon was arraigned Aug. 19. His bail was set at a $500 performance bond and a $250 appearance bond for the previous warrant and a $5,000 performance bond for the Aug. 18 incident.
On Aug. 31, his bail was modified to a $1,000 unsecured appearance bond in both cases.
Shawn McKinney, 23, of Fairbanks, was charged with five counts of second-degree sexual abuse of a minor between Aug. 3 and Aug. 15 in the Fairbanks area.
According to court documents, Alaska State Troopers received a report that McKinney was in a sexual relationship with a 16-year-old. McKinney admitted to meeting the victim at the Tanana Valley State Fair in early August and having a sexual relationship with her five times over the following two weeks. When McKinney talked to his friends over the phone, he would have the victim pretend she was 18 or 19.
McKinney claimed that he believed her to be 17 throughout that time and admitted to knowing that she was not 18. He lied to his friends about her age because he feared she might be underage, the report stated.
McKinney was arraigned Aug. 18. His bail was set at a $10,000 performance bond.
He was prohibited from contacting the victim or having unsupervised contact with minors.
On Aug. 27, his bail was reduced to $1,000 with GPS monitoring and the same restrictions on contact with the victim and minors.
