The person on a scooter who died after being hit by a vehicle in Dorchester on Saturday was dragged for about the length of a football field before he was run over, according to a police report.
Police said the driver of the vehicle, Jhonny Ruiz Soto, 21, intentionally sped up and struck the scooter before driving away. He was later arrested and charged with murder.
Before the crash, Ruiz Soto “had an encounter with the victim,” police said.
“It appeared that no words were exchanged during the encounter,” police said. “The investigation revealed that Mr. Ruiz Soto intentionally struck the victim with the motor vehicle, placing the victim on the hood at one point.”
The victim was dragged about 100 yards and was then run over, police said.
“The suspect failed to stop or even slow down to check on the victim’s condition,” police said.
Ruiz Soto pleaded not guilty Monday in Dorchester Municipal Court to charges of first-degree murder, leaving the scene of a fatal accident, and reckless operation of a motor vehicle, a spokesperson for the Suffolk District Attorney’s office said.
He was ordered held without bail and is due back in court on Sept. 9, court records show.
The crash happened at the intersection of Blue Hill Avenue and Castlegate Road at about 2:30 p.m. on Saturday, police said.
Officers found the victim lying in the southbound lane of Blue Hill Avenue with life-threatening injuries, police said.
The victim was taken to Boston Medical Center, where he was pronounced dead, the police report stated.
After conducting interviews and reviewing video, police determined that the vehicle intentionally sped up and struck the victim, police said.
The scooter was taken by an unknown male and has yet to be recovered, police said.
Officers later located Ruiz Soto driving near the intersection of Blue Hill Avenue and American Legion Highway, and they placed him under arrest, police said.
