Four people, including a man serving time for murder, have been arrested and accused of smuggling drugs and other contraband into the Pulaski County jail, a news release from the county sheriff's office says.
The sheriff's office narcotics unit identified Robert Duncan Jr., 22, of North Little Rock; Robert Duncan Sr., 49, of North Little Rock; Randy Williams, 51, of Pine Bluff; and Kelcey Williams, 48, of Little Rock as suspects during an investigation that began after jail staff on July 20 intercepted a person who was attempting to introduce suspected contraband into the facility, the release says.
The four suspects all face a charge of engaging in a continuing criminal gang, organization or enterprise.
Duncan Jr. faces an additional count of using a communication device in criminal activity, and Kelcey Williams faces a variety of additional charges related to drugs, including maintaining a drug premises, possession of a controlled substance with intent to deliver and trafficking a controlled substance.
Duncan Jr. has been in the jail, awaiting transfer to the state Department of Corrections, since March 4, when he was sentenced to 10 years in prison after pleading guilty to first-degree murder in the killing of Thomas Phillips, 19, of North Little Rock on Feb 5, 2024.
Randy Williams was arrested in Little Rock on July 24 and released Friday on a $10,000 bond.
Kelcey Williams was arrested on Monday after fleeing inside her home in Little Rock's Capitol View neighborhood from deputies who were attempting to serve her with an arrest warrant, according to her arrest report.
Deputies found her in the house hiding under a bed, the report says.
She was released Tuesday on a $1,000 bond.
Duncan Sr. turned himself in at the jail on Thursday and was released Friday on a $10,000 bond.
