FOX13 Investigates is digging into the 'multiple incidents' that led to the termination of Cpl. Rushell Guarian, a 20-year veteran of the Covington Police Department.
Documents requested from the state show his Tennessee employment as well as the results of the CPD's internal investigation.
A narrative from Covington Police leaders says the department received a complaint from a woman in April. It says she came into the department wanting to file a complaint against Guarian after she 'alleged that Cpl. Guarian 'raped' her between 2018 and 2020 at her residence.'

It says she couldn't give an exact date and time, but she said it was during a 'period when Cpl. Guarian responded to her residence on a service call and when she loaned him $2,000'.
She told police he was in uniform at the time and had his gun with him. She said this happened three times.
The report says Covington Police leadership interviewed Guarian soon after and he 'stated that he did not know [redacted] and did not recall responding to her residence for a call for service. He further denied 'raping' [redacted] and stated that he had never engaged in a consensual relationship with her'.
Soon after, Covinton Police met with District Attorney Mark Davidson's office in May to report the findings of their internal investigation.
In June, it says Guarian consented to a lie detector test with a TBI agent. Guarian spoke to investigators after the exam and they say 'Cpl. Guarian admitted he had engaged in sexual intercourse with [redacted] and acknowledged that he knew who she was and where she lived'.
Guarian was ultimately charged with department violations including ethics violations, abuse of authority, gifts and favors, truthfulness, and more.
As a result, the department terminated Guarian in June.
FOX13 Investigates reached out to Davidson to ask if there's an update in the investigation.
In a response, Davidson said, "Our office was made aware of the termination and underlying allegation. We have no further comment at this time."
