DOUGLAS, Ariz. (KVOA) - A man wanted in connection with the shooting of a Tucson police recruit was arrested while trying to cross into the United States from Mexico, according to U.S. Customs and Border Protection.
Alexis Monter, 30, walked into the Douglas Port of Entry on Aug. 30 at 7:53 p.m. An officer ran his information and discovered an active warrant through the National Crime Information Center.
The warrant listed Monter as a person of interest in a shooting involving 23-year-old Tucson Police Department recruit Carlos Ramirez. Authorities flagged him as armed and dangerous with a history of violent behavior and substance abuse, according to CBP.
Officers detained Monter and moved him to a holding area. A biometric fingerprint scan verified his identity and confirmed the full-extradition warrant, officials said.
CBP coordinated with the Drug Enforcement Administration to verify the warrant's validity. Douglas Police Department officers arrived at the port at 8:42 p.m. on Sunday and took custody of Monter.
"The vigilance of our officers at the Douglas Port of Entry is critical to the safety of our communities," Port Director Martin Gomez said. "By identifying and apprehending this individual, our officers have ensured that a dangerous subject is removed from the streets and held accountable for his alleged actions."
Following Monter's arrest, the Pima County Sheriff's Department released this statement, saying:
"The Pima County Sheriff's Department is aware of the recent arrest of 30-year-old Alexis Monter.
"At this time, Mr. Monter is considered a person of interest in the homicide investigation of Tucson Police Recruit Carlos Ramirez.
"He is believed to be the last registered owner of the Acura MDX that is believed to be involved in the shooting.
"This case remained under investigation."
In August, Alex Barnett, 33, and Santiago Rogers, 39, were arrested in relation to the case.
Ramirez was shot and killed at his home near Valencia and Camino Verde roads on the morning of Aug. 19. His 23-year-old fiancée, a PCSD corrections officer, was injured in the shooting and is recovering. TPD said the couple's unborn child is safe.
Ramirez, who was a former corrections officer, had completed 23 weeks of training at the Southern Arizona Law Enforcement Training Center and was scheduled to graduate from the academy this month, TPD said.
A funeral was held for the 23-year-old victim on Aug. 28 at St. Elizabeth Ann Seton Catholic Church.
