The City of Lacey is pleased to announce the promotion of Vince McGowan to Public Works Director, following a comprehensive recruitment and competitive selection process. McGowan brings more than 20 years of experience in environmental engineering, water resources, and local government, along with a strong commitment to protecting the environment and serving the community.
“Vince brings a tremendous depth of knowledge and experience to this role, along with a genuine commitment to our community and the region,” said City Manager Rick Walk. “His leadership in water resources and environmental protection, combined with his understanding of local government, makes him an excellent fit to lead our Public Works Department.”
McGowan began his career in 2002 with the City of Olympia’s Public Works Department after earning a master’s degree in Hydrology from Southern Illinois University. In 2009, he joined the Washington State Department of Ecology’s Water Quality Program, where he spent more than 10 years working on water quality issues throughout the region and served as the program’s leader during his final five years.
McGowan joined the City of Lacey in 2025 as Water Resources Manager. In that role, he led critical water resource services, including safe drinking water, wastewater management, and stormwater and surface water management and protection for community members and customers in the urban growth area.
As Public Works Director, McGowan will oversee the department’s broad range of services and operations that support Lacey’s infrastructure, environment, and quality of life.
