Charlotte-Mecklenburg police officer accused of running illegal search using Flock Safety
Officer was placed on unpaid administrative leave
CHARLOTTE, N.C. (WBTV) - A Charlotte-Mecklenburg police officer was charged by the North Carolina Bureau of Investigation on Wednesday for allegedly running an illegal search of a license plate registration.
On Tuesday, June 16, officials said that officer Seth Elliot accessed the Flock Safety and Criminal Justice Law Enforcement Automated Data Services for non-law enforcement purposes.
The North Carolina Bureau of Investigation said Elliot allegedly ran an unauthorized search of a North Carolina license plate registration.
Criminal Justice Law Enforcement Automated Data Services is an up-to-date database about offenders for use by state and local government officials.
Officials did not say what the unauthorized search was related to.
Charlotte-Mecklenburg police said on June 22, they placed officer Elliot on paid administrative assignment. Officer Elliot’s equipment and access to systems with criminal intelligence information was removed.
On Wednesday, July 29, the North Carolina Bureau of Investigation charged Elliot with illegally accessing a government computer.
He was given a $15,000 unsecured bond.
Charlotte-Mecklenburg police said they do not own or operate any flock cameras or devices. However, officer do have a memorandum of understanding that allows officers access to Flock devices of other agencies and entities, at no charge.
Elliot was placed on unpaid administrative leave pending the outcome of an internal investigation. He was hired in February 2024.
“The public expects and deserves the highest level of integrity from every officer who wears the CMPD badge. Misusing law enforcement technology or accessing confidential information for non-law enforcement purposes is a betrayal of the public’s trust and a violation of everything this profession stands for. We will not tolerate that kind of misconduct, and anyone who violates that trust will be held fully accountable.”
