Azerbaijan and Armenia have initialed a unified text for a Peace Agreement and the establishment of interstate relations. The document was finalized in Washington on August 8, 2025, following an invitation from U.S. President Donald Trump, who participated in the signing of the final Joint Declaration between the three nations.
The central outcome of these agreements is the confirmed necessity to open communications between Baku and Yerevan. The parties agreed to create unobstructed transit links across Armenian territory to connect mainland Azerbaijan with Nakhchivan.
Over the past year, the process has shifted from negotiations to the execution of specific economic and technical measures. Under the Washington agreements, the following results have been recorded:
Parallel to these developments, institutional changes occurred in international mediation. On September 1, 2025, the OSCE Council of Ministers decided to terminate the activities of the Minsk Group and its associated structures.
Political dialogue between Ilham Aliyev and Nikol Pashinyan continued through a series of meetings: in China during the SCO Summit (September 2025), in Copenhagen at the European Political Community summit (October 2025), and in Abu Dhabi in February 2026. Discussions focused on the implementation of the Washington agreements, the development of transport communications, and confidence-building measures.
