Former KSP trooper accused of theft from Trooper Island

A former Kentucky State Police trooper and Trooper Island youth camp director based in Bowling Green was indicted in Clinton County on suspicion of stealing funds from the camp.
Jonathan Biven, 46, of Barren County, was indicted Monday by a Clinton County grand jury on a count of theft by unlawful taking (greater than $10,000 but less than $1 million).
Court records indicate that Biven was served Tuesday with an indictment warrant and released on a $25,000 surety bond.
According to reports, Biven is alleged to have taken or exercised control over revenue and other funds belonging to Trooper Island between Jan. 1, 2019, and Sept. 30, 2024, with the intent to deprive the camp of the funds.
Biven had previously served as a trooper with KSP Post 3 in Bowling Green, working for a period of time there as a public information officer.
While with the agency, Biven spent several years serving as director of Trooper Island, a KSP-operated recreational youth camp at Dale Hollow Lake in Clinton County, until retiring in 2024.
Reports said that Biven worked as a public safety officer with the Louisville Regional Airport Authority’s Department of Public Safety at the time of the indictment.
The criminal charge resulted from an investigation by KSP’s Special Investigations Branch.
Biven is due to be arraigned Sept. 10 in Clinton Circuit Court.
