ICE lodges detainer for Louisville landlord charged with rape, human trafficking and sexual abuse

LOUISVILLE, Ky. (WAVE) - The United States Department of Homeland Security announced US Immigration and Customs Enforcement lodged a detainer asking Kentucky officials to not release a man who is charged with rape, human trafficking and sexual abuse while working as a landlord.

Rolando Vasquez was arrested in Louisville in July after a mother reported a sexual assault of her 15-year-old daughter to a detective.

According to the arrest report, Vasquez had been renting a room to the girl and her mother and began abusing the teen in December 2025, threatening both the child and her family and allegedly offering money to the victim in exchange for her silence.

Vasquez pleaded not guilty July 30 and had his bond increased to $100,000.

ICE describes Vasquez as a criminal illegal alien from Mexico.

According to the DHS, Vasquez first entered the U.S. illegally through Texas in August 2013. He was ultimately arrested by U.S. Border Patrol agents and deported back to Mexico before re-entering the U.S. at an unknown date and location.
